EVENDALE POLICE-FINANCE-RECREATION-ADMINISTRATION
COMMITTEE MINUTES
TUESDAY, SEPTEMBER 5, 2006
The meeting of the Evendale Council Committee for Police, Finance, Recreation and Administration was called to order at 6:05pm. Council members Albrinck (Chairman), Puthoff and Lohmeier were present. The Village CFO, George Snyder and Police Chief, Gary Foust were also present.
I. FINANCE COMITEE--
A. Mr. Snyder provided the committee with an updated financial report. August receipts were $1,038,175. Expenses were $933,200.
B. Mr. Snyder presented to the committee a break down on employee contributions for health insurance from comparable communities. All are in agreement that something must be done and that initiating a plan to have all new employees contribute a percent of the cost will be explored further. Mayor Apking stopped by the committee meeting at this time and expressed his support of such a plan.
C Mr Snyder informed the committee that the Revenue Sharing with Princeton schools will go up this year. Evendale businesses that are participating in the revenue sharing had higher payroll than in 2005 and therefore the schools will receive an additional $43,715 over the amount budgeted. This sum will be appropriated this month from the unappropriated General Fund but is offset by the additional earnings tax that caused the increase.
D Mr Snyder has provided the Administration Dept budget and has requested that the committee review it and get back to him with questions and comments.
II. Police Department—
A. Chief Foust also provided the Police Dept budget. Most expenses are the result of increased costs for the same service ( fuel, physicals). The village is now responsible for maintenance on the county radios which will result in a cost of $238/month. The Dept will also be purchasing 2 new cruisers, consistent with the replacement program. The only questionable capital item was the proposed purchase of cruiser recording systems. The dept had recording devices several years ago but they were unreliable. New technology makes them more reliable but the committee agreed to review cost vs benefit before actually making any purchase.
B. Chief Foust confirmed that Dave Rudolph has terminated his employment with the village effective 9/3/06. It is anticipated that he will receive disability.
C. As noted in prior minutes, Chief Foust has been accepting applications for the position of Police Officer. 158 applications were handed out, with 138 returned. This represents an increase of approximately 375% in the number of applicants since the last police hiring. A written exam was given on August 26 to 67 of the applicants, 54 passing. A physical agility test will be given on 9/9/06 and it is anticipated that only about 20 candidates will pass this phase of the hiring process.
D. The Door to Door Canvassing Policy has been completed by Village
Solicitor, Tim Burke and will be on the September agenda.
III. Recreation—
Mr Nichols notified the committee that he had nothing to discuss this month.
There being no further items to come before the committee and upon motion made by Councilmember Doug Lohmeier, seconded by Jeff Albrinck, the meeting was adjourned at 7:15 PM.
